Mission/ Core purpose of the Job
Manage all aspects of network infrastructure projects on time to specification and within budget.
To provide Financial, Costing and Administration Support Services required for the Network Group related programs and projects.
This role is responsible to define the roadmap in line with the infrastructure implementation strategy, for the execution of Multiple cross functional programmes, operational efficiencies, implementation and risks and regulatory requirements necessary to achieve Network Implementation KPI’s.
Support the General Manager: Network Implementation in the definition of the Implementation Strategy
Building key stakeholder relationships to assist with the understanding of Network Group and more so Networking Implementation KPI’s, Programme & Portfolio Roadmaps and prioritiesDirecting and guiding successful delivery of multiple complex programme outcomes by facilitating timeous and effective decision making, issue resolution, inter/intra dependencies and programme risk management
Establishing necessary frameworks for consolidated reporting and effective monitoring of the health status of the programme in alignment to the expected outcomes and Network Implementation KPI’s
Support the General Manager: Network Implementation with tracking of programme performance using the agreed metrics and reporting measures

Strategic Input
Develop the program and project management strategy to ensure capability for delivery of the network roadmap
Provide input into network strategies and roadmaps from a program management perspective
Provide input into the strategic plan for deployment of network infrastructure
Develop priority criteria, which are aligned with the Network Group and Implementation strategy thereof, and manage execution to agreed priorities
Programme & Portfolio Planning
Translate the portfolio delivery strategy into a delivery roadmap within the Network Implementation domain and across Technology / Network Group and other cross functional parties
Facilitate with the Customer (supporting Business unit) and PMO Delivery teams, the development of an integrated programme plan for the Portfolio Management area, in order for business to accomplish goals within constraints such as time, cost and agreed quality standards
Establish a clear communication plan for the various project streams
Collaborate with MTN management team and internal / external partners to refine strategies for achieving overall objective
Formulate effective control measures to minimise business risks
Programme Delivery & Risk Management:
Ensure an effective implementation of end-to-end Roadmap, by means of providing direction, support, technical and commercial frameworks, models, roadmaps, partners and products to the Network Group team.
Ensure all Network Group governance requirements, ways of work, legal and regulatory and compliance requirements are met across all projects and programmes in the portfolio, delivered to the agreed quality within agreed deadlines and within allocated costs
Drive the implementation, tracking, monitoring of Projects, ensuring efficient cross functional implementation of approved projects & programmes according to the agreed delivery methodology or Agile way of work
Oversee the management and deployment of the Resource Pool, ensuring that (within the constraints of the agreed budget) resources are matched to priorities, in terms of skillsets and numbers & quality is maintained, and performance issues are addressed
Proactively review Project, Programme and Portfolio identified risk and ensure effective mitigation plans are put in place and monitored
Interface with Technology / Network Group and or external resources for the prioritization, development, delivery and systems testing of products and resolve priority conflicts with all relevant Stakeholders
Collaborate within Technology / Network Group and Joint delivery teams to ensure resources are allocated on Priority projects/programmes
Report on resource deployment and or constraints
Resolve project escalations with impacted parties
Ensure the control measures are adhered to
Champion Agile in the Network Implementation PMO area
Develop and maintain the project and program management framework:
Define program and project management standards and policies, including health and safety
Define requirements for regulatory, quality and standards compliance
Define requirements for program and project risk management as defined above
Establish and maintain best practice program and project management implementation
Ensure a high level of program and project skills and methodology are developed and maintained across the project management group
Provide the project management resources (incl. project tools) to implement the planned network architecture in the target timeframe meeting business requirements to ensure improved project delivery and resource efficiencies
Set up program and project management for execution
Ensure appropriate project co-ordination resources, clear ownership and responsibility for all project tasks
Determine sequence of implementation, track project progress and ensure implementation planning for Integration and Operations
Ensure setting up of scoping session with relevant departments
Agree project implementation of signed off targets and ensure these are achieved
Project manage implementation/installation process
Initiate technical process for execution and coordinate check of technical specifications and feedback of any design related issues to design team

Ensure a high standard of project management documentation and reporting is delivered for all projects
Project Excellence: Financial Management:
Ensure the development and approval of project financial management policies and procedures, including capital requisitions, invoice tracking and management, project-based accounting, capitalisation and materials planning
Ensure project financial management activity is managed in an efficient manner aligned with overall project timeframes
Ensure all project financial management activity complies with required standards
Managing the Portfolio – Cost Efficiency & Growth:
Ensure continuous improvement of processes to enhance and speed up project delivery and improve MTN profitability
Foster cross functional collaborative working relationships to the benefit of the Portfolio
Manage resource demand to ensure a balance between cost effectiveness and product/project delivery, within the agreed priorities of the Network Implementation area, and across the Network group domain
Continually review and evaluate project delivery for the various projects. Make recommendation for and execute changes in operations to ensure maximum effective service provision, keeping all stakeholders properly informed
Monitor and keep abreast of technological, contractual and operational changes that affect the activities and work processes of the various project streams. Make recommendation for and develop and carry out improvements to the program to meet changing mission parameters and requirements
Continually review and evaluate resource allocation in areas where limited resources exist. Make recommendation for and execute changes in allocation to ensure priority projects are executed as needed, keeping all stakeholders properly informed
Implement Portfolio evaluation measures and evaluate the effectiveness of each portfolio
Communication and co-ordination:
Ensure project management resources receive appropriate support from senior management in all network departments
Summarise and report on the progress and key issues for network programs and projects thereof and identify how these issues are being addressed
Ensure project management teams develop and maintain co-ordination for projects across all network layers and dept.
Ensure project management teams escalate issues that cannot be resolved within the project teams and ensure these issues are addressed
Manage interface within Network Group and across the company with relevant stakeholders, if and where required
Manage interface with key Network equipment suppliers and Network Group preferred suppliers
Operational Excellence: Financial Management:
Manage Project financials and ensure visibility of the programme & project financials
Facilitate post implementation review in line with MTN SA financial requirements and guidelines
Ensure departmental budgets (Capex & Opex) are optimised and aligned with business requirements
Manage expenditure in line with agreed budget
Ensure contract governance is in place and administered at all levels
Project Management:
Develop and drive the execution of agreed projects
Drive the implementation, tracking, monitoring and compliance of Projects
Contract management in line with Procurement Policies
Co-ordinate project reporting
Ensure effective implementation of the integrated project management model
Risk management
Business Analysis:
Perform Business Analysis in line with the methodology and guidelines
Identify ways to fine tune policies, processes and systems in line with changing work practices
Determine, document, and review requirements for projects within the scope of the value stream or impacting processes and systems
Design, analyse and document workflow and make appropriate recommendations that will positively impact operational effectiveness
Identify Business Improvement and Optimisation opportunities that will result in improvement of process performance
Ensure that benchmarking is conducted with other companies and organizations within and outside the industry.
Construct business cases for initiations proposed by the business. Research and consider best practice, local conditions, trends, as well as competitor activity
Identify and implement innovative ways to use minimum resources to achieve maximum outputs
Job Requirements (Education, Experience and Competencies)
Education:
A 3-year Degree in a relevant discipline from a recognised institution
Fluent in English
MBA qualification will be advantageous
A post-graduate management qualification will be advantages
Broad experience within telecommunications, specifically network implementation, planning or operational rollout expertise
SAFe Agile Certification is an advantage
PMP or PRINCE2 Practitioner Status will be advantage
ProgMP or MSP Practitioner Status will be advantage
Experience:
At least 8 years’ management experience, of which at least 3 years must be in a Project Management role
At least 5 years experience in managing telecommunication projects and programmes from start to completion is essential
Proven track record of project and programme delivery is essential
Prior experience of managing Business analytics is an advantage
Telecommunications experience is advantages.
Experience in direct management of staff or vendors is essential
