The role is responsible for preparing all project related deliverables associated with the estimating and tendering process from bidding and during execution phase.
Minimum Requirements
- Relevant tertiary qualification in built environment/engineering
- Must have engineering site experience in power plant or heavy industrial projects or similar
- Must be able to read and understand mechanical and/or construction designs and assembly drawings (structural or mechanical)
- 5-8 years working experience in the engineering industry, preferably with exposure to mechanical, structural and piping environment
- Experience in CCS (Construction Computer Software) will be advantageous
Duties and Responsibilities
- Analyse and interpret tenders to provide the best technical advice to ensure cost effective and competitive pricing in line with the strategic goals of the organisation.
- Apply SMART principles when conducting estimates to achieve competitive advantage.
- Ensure full comprehension and requirements of the terms and conditions, scope of work, associated risks and tender complexity are adhered to.
- Accurately take off quantities from drawings or any other documents provided to build accurate price lists.
- Obtain resource loaded program from planner, evaluate, challenge and adapt cost estimate to program (link program to BOQ).
- Liaise with operations team to confirm the construction strategy and methodology, then align the estimate with the client’s requirements.
- Prepare accurate cost estimates by gathering and analysing data, identifying materials, labour, time requirements, and other associated expenses based on the selected approach
- Preparing the BOQs/Pricing Schedules in accordance with the project requirements
- Prepare and issue of subcontract enquiries (liaising with the technical/procurement/plant department as required) to ensure accurate costs are received to maximise the opportunity for improved margins
- Responsible for preparing the competitive analysis and the cost estimate summary for all disciplines and presenting outcome at bid approval meetings
- Perform a post submission report, provide lessons learned and compile historical information pertaining to a tender
- Liaise with commercial specialist to incorporate all commercial qualifications or clarifications and further verifications
- Maintain and update company cost data within the computer estimating system (master file)
- Keep abreast with statutory requirements (CIDB, MEIBC,SEIFSA etc), industry standards and international market trends.
