Role Purpose
The Procurement and Contract Analyst will be responsible for managing, coordinating, and ensuring compliance in the end-to-end procurement and contracting process, with a strong focus on government supply chain frameworks and the acquisition of technical solutions (e.g., IT systems, software platforms, and technology infrastructure). The role requires strong analytical, compliance, and stakeholder engagement skills to support the successful delivery of strategic procurement initiatives aligned with public sector regulations.
Key Responsibilities

Procurement & Sourcing
-
Lead and support the development of procurement strategies for technical solutions, ensuring alignment with government supply chain management (SCM) frameworks.

Prepare bid specifications, Requests for Quotation (RFQs), Requests for Proposal (RFPs), and tender documentation in compliance with public sector procurement legislation (e.g., PFMA, MFMA, PPPFA, Treasury Regulations).

Conduct market research and supplier analysis for technical products, systems, and services.
- Ensure transparent, fair, and competitive sourcing processes while mitigating risk.
Contract Management

Draft, review, and manage contracts and service level agreements (SLAs) for technology and system-related projects.

Monitor contract performance, compliance, and deliverables, escalating risks or non-compliance issues as needed.

Maintain accurate contract registers and ensure renewal/expiry management processes are adhered to.

Provide advice and support to project teams on contract terms, conditions, and obligations.
Compliance & Governance

Ensure adherence to all relevant supply chain policies, government procurement frameworks, and regulatory requirements.

Maintain audit-ready documentation and reporting to support transparency and accountability.

Monitor supplier performance and adherence to Broad-Based Black Economic Empowerment (B-BBEE) and preferential procurement regulations.
Financial & Analytical

Conduct total cost of ownership analysis and price benchmarking for system-related procurement.

Track procurement spend, savings, and supplier performance through reporting and dashboards.

Support budgeting and forecasting processes by providing procurement insights.
Stakeholder Engagement

Collaborate with internal stakeholders (technical teams, project managers, finance, legal) to ensure procurement needs are understood and met.

Engage with external stakeholders including vendors, government bodies, and regulatory authorities.
- Provide guidance and training to project teams on procurement and contract compliance.
Requirements
Qualifications & Experience
- Bachelor’s degree in Supply Chain Management, Procurement, Finance, Law, or a related field.

Minimum 5 years’ experience in procurement and contract management, with at least 3 years in government/public sector supply chain environments.

Strong knowledge of SCM legislation, frameworks, and regulatory requirements in South Africa (PFMA, MFMA, Treasury Regulations, PPPFA, B-BBEE).

Experience in procurement of technical/IT systems, software, or infrastructure solutions.

Proven experience in tender processes, bid evaluations, and contract negotiations.
- Advanced skills in MS Excel, ERP/Procurement systems, and contract management tools.
