QHSE & Security Officer
Health & Safety:
Oversee and enforce safety standards across port operations, including cargo handling, vessel activities, and equipment use. Conduct risk assessments, audits, and inspections to identify hazards, implement corrective actions, and investigate incidents with root cause analysis. Promote a safety-first culture through toolbox talks, training, and awareness campaigns, ensuring compliance with occupational health and safety policies.
Environmental Management:
Ensure adherence to environmental regulations in waste management, spill prevention, emissions control, and marine protection. Conduct risk assessments, support Environmental Management Plans, and monitor aspects such as stormwater, air quality, and noise. Maintain environmental records, reports, and readiness for incident response.
Compliance & Reporting:
Maintain QHSE documentation in line with ISO 9001, ISO 14001, and ISO 45001. Support audits, track corrective actions, and manage legal/regulatory reporting. Assist with achieving QHSE objectives and related reporting.
Training & Communication:
Develop and deliver QHSE training for employees and contractors, ensure refresher training is tracked, and maintain appointment letters with signed acknowledgment of duties. Drive Behavioural Based Safety initiatives and liaise with authorities on QHSE matters.
Document Management System (DMS):
Keep DMS records updated with current versions of documents, forms, and instructions. Maintain master files and provide user training on system use.
Progress System / IAFs:
Monitor and close out IAFs promptly, compile monthly statistics, and follow up on manual records for management reporting.
Port Facility Security:
Review and approve security assessments to ensure compliance with national and international standards (e.g., ISPS Code). Identify threats, assess risks, prioritize asset protection, and develop countermeasures. Maintain and update the Port Facility Security Plan (PFSP) for all security levels, integrating it with operational activities and regulatory guidance. Implement access control measures, prevent unauthorized items, and establish response procedures for threats or breaches. Ensure readiness through evacuation protocols, role assignments, and continuous plan reviews.
Security Training, Drills, and Exercises:
Ensure the Port Facility Security Officer and designated personnel receive appropriate regulatory-aligned training. Confirm all staff with security duties understand their roles under the PFSP and possess required competencies. Coordinate regular drills and participate in security exercises to validate the PFSP’s effectiveness and maintain operational readiness.
