POSITION STATEMENT
Provide professional guidance (legal, technical, and other applicable SHEQ standards) to all parties responsible to perform Works for and on behalf of DFA. Coordinate and monitor the implementation of DFA’s Health, Safety, Environmental and Quality policies, procedures, standards, and specifications. To ensure that DFA and its Contractors comply with the requirements of legislation by monitoring contractor SHEQ compliance, attend and report at safety meetings and ensure statutory and regulatory compliance by conducting site observations and audits.
KEY RESPONSIBILITIES
- Legal and Regulatory Compliance
- Stay updated on relevant legal and regulatory requirements
- Ensure compliance with legal and regulatory requirements
- Liaise with regulatory authorities as necessary
- SHEQ Management System.
- Assist with the development, implementation, and maintenance of SHEQ policies, procedures, and processes to ensure alignment with ISO 14001 and 45001 standards and continuous improvement.
- Audit and review DFA’s overall Health, Safety and Environmental contractor management process in line with DFA control documents.
- Implement and maintain Safe Work Procedures, instructions, and protocols, ensuring compliance.
- Assist in developing relevant training content and appropriate training material.
- Provide coaching, induction, and training to DFA’s stakeholders and contractors on SHEQ-MS fundamentals and standard operating procedures and retain records of such training.
- Assist in implementing change management and maintain a SHEQ compliant culture through awareness campaigns, monthly themes, and continuous improvement of DFA’s SHEQ systems.

- Kick-Off Meetings
- Identify, priorities, and plan which kick-off meetings to attend.
- Ensure that all safety measures are in place as per DFA specifications, prior to commencement of projects.
- Proactively identify hazards on the specific site conditions and communicate to contractor’s safety officer or relevant project manager.
- Ensure that a site-specific safety file is compiled and available on site for compliance purposes.
- SHEQ Configuration Management and Continuous Control
- Monitor and review the implementation of an integrated SHEQ management system and provide innovative thinking to introduce new ways to improve on the current SHEQ Management Systems.
- Identify and develop new policies, procedures, and standards to align DFA SHEQ Management System to international standards and global best practice.
- Emergency Procedures
- Supervise the regular inspection of internal and contractor firefighting as well as other safety and emergency response equipment, including but not limited to, harnesses, lifting equipment, ladders, fire extinguishers, first aid boxes etc.
- Assist in the development and implementation of emergency response procedures and evacuation plans for sites and offices. Ensure that these plans are reviewed and updated at least annually. Ensure the emergency plans are communicated to employees and visitors and update registers on training and induction.
- Ensure regular emergency response exercises and evacuation drills are conducted to ensure the highest level of preparedness in any emergency scenario. Maintain records of such exercises, providing recommendations for emergency response improvement initiatives
- Compliance and Documents
- Assist in developing all the required documentation, operational checks, and reports for the SHEQ Management System, including measures for corrective and preventive action.
- Where required, assist in auditing the organization Health, Safety and Environment Safety Management System.
- Review and amend the organization’s SHEQ standards, specifications, policies, and procedures annually and make recommendations on amendments and possible improvements to applicable standards, specifications, and procedures, as well as forms, registers, and checklists
- Monitor and implement HSE-MS requirements – Contractor compliance in line with DFA Control Documents.
- Monitoring the implementation of Safe Work Procedures, Instructions, and protocols to determine continuous improvement.
- Provide training to employees and contractors on safe work and standard operating procedures and retain records of such training.
- Assist in conducting legal compliance audits and closing all findings.
- Incident & Accident Management
- Ensure measures and systems to report and investigate incidents and accidents are in place and followed.
- Identify root cause of incidents and identify controls which may have failed and ensure corrective action.
- Conduct incident & accident investigations.
- Conduct incident & accident investigation close out meetings.
- People Management
- Assist Regional SHEQ Manager with induction training.
- Provide regular, constructive feedback and reinforcement regarding performance to contractors.
- Give recognition for work well done and encourage contractors to adhere to company procedures, specifications and standards.
- Plan and facilitate effective meetings to ensure contractors are updated with any changes in SHEQ documents and to manage DFA’s expectation
- Promote SHEQ culture through encouraging awareness campaigns, surveys and monthly themes for contractors.
- Miscellaneous & General
- Coordinate and implement various projects, as and when required
- Perform any other work-related duties and responsibilities that may be assigned from time-to-time by management

QUALIFICATION & EXPERIENCE
- National Senior Certificate / Grade 12.
- Samtrac Certificate (Nqf Level 5 Or Higher) Or Nebosh International General Certificate in Occupational Health and Safety.
- Minimum Of 3 To 5 Years' Relevant Experience in the Implementation, Monitoring and Auditing of Contractor Health, Safety, Environmental and Quality Compliance.
- Telecommunication Industry and Best Practice Knowledge.
- Must Have Valid Driver’s License.
- Iso 14001 And Iso 45001 Implementer Qualification or Equivalent (Advantage).
- Professional Registration with Professional Body E.G. Saiosh or Sacpcmp.
- Legal Appointments:
- The Sheq Officer/Specialist Will Be Required to Carry the Following Legal Appointments:
- Construction Regulation 8(5) Construction Health & Safety Officer.
- Construction Regulation 9(1) Risk Assessor.
- General Administrative Regulations 9(2) Incident & Accident Investigator.
- Occupational Health & Safety Act No 85 Of 1993 Section 19(3) Health & Safety Committee Member.
