WHAT WE ARE LOOKING FOR
The Export Control Manager will be responsible to ensure applications are placed on time for timeous delivery to clients and coordinate outside service providers on general issues of arms control. The incumbent will also be responsible to assist the Executive Manager Export/ Import Control by ensuring that RDM complies with regulatory requirements applicable to arms control.
KEY RESPONSIBILITIES
- Obtain data from Marketers and Project Managers on contracting permit applications for lodgement, scrutinize for correctness and file with South African Arms Control Regulatory Authorities.
- Assist Executive Manager Export/ Import Control in coordinating all other necessary documentations for subsequent permits application for on time shipment.
- Ensure adherence to permits conditions as stipulated in the various arms control legislations.
- Implementation of sound controls and practices against all permit kinds in line with South African arms control prescripts, including ITAC/ ITAR regulations in relation to all import and export of controlled items.
- Make follow up with Regulators, external stakeholders and internal stakeholders in relation to permit applications or any other issues relating to ITAC/ ITAR.
- Coordinate and support business by ensuring that contract permits are in line with contractual deliverables.
- Ensure effective and efficient record-keeping in line with legislative requirements and company policies.
- Support Executive Manager Export/ Import Control by ensuring subcontractors/ supplier compliance.
- Coordinate training and awareness as required to Marketers, project managers and other affected employees.
- Ensure optimised use of Permit Management systems.
- Verify Compliance of Freight Forwarders, carriers and other service providers.
- Facilitate and manage all arms control related audits and ensure all recommendations from audits are addressed.
- Retrieve filed permits for audits by NCACC, CIE, NPC, other assurance providers, etc.
- Adheres and implements Rheinmetall Denel Munitions Policies and Procedures and ensures compliance to ISO Standards with respect to SHE/Quality/Environmental/Energy.
WHAT QUALIFICATIONS YOU SHOULD HAVE
- NQF 7 (Bachelor’s Degree) in International Relations/Finance or equivalent qualification.
- At least 5 years’ experience in arms control, compliance and regulatory affairs within the defence environment.
- Good understanding of material classification in terms of the UN Dangerous Goods Classification.
- Strong understanding of arms control agreements and export control regulations.
- Ability to conduct compliance audits and risk assessments.
- Familiarity with international treaties, sanctions, and embargoes.
- Excellent report writing and communication skills.
- Attention to detail and discretion in handling sensitive or classified information.
- Experience working with government departments (e.g., DoD, DIRCO, DCAC, CIE, etc).
