Purpose of the Job
The purpose of the Senior ETQA Specialist role is to support the Group’s Learning and Development strategy and agenda through managing the ETQA function to achieve quality learning delivery by guiding learning outcomes towards the achievement of unit standards and /or qualifications under the jurisdiction of the SETAs and Quality Councils. This role ensures continuous quality improvement of education and training through the accreditation, monitoring, auditing, and moderation of work-based, training providers, registered assessors and moderators executing the Quality Assurance assessment process while the delivery is according to the Group's mandate. The Senior ETQA Specialist collaborates closely with the People Learning and Development leadership team and Learning delivery teams to deliver L&D orientated efficiencies, mitigate risks, embed good practice, and maintain a high-performance culture.
Job Objectives
- Conduct research on skills development initiatives and develop the integrated ETQA strategy in line with the Learning & Development plan, the People strategy, and the National Skills Development Strategy, monitoring the implementation against the budget, and performance measures.
- Provide input into the strategic direction of the organisation insofar as giving life to the country's National Development Plan (NDP), Sector Skills Plans, and BBBEE targets.
- Develop the Skills Development Framework ensuring adherence to a QA Framework & Governance Model for the Shoprite Group and manage the implementation
- Ensure continuous compliance to different departments and stakeholders in the SETA/ DHET/ as well as Quality assuring bodies' policies and procedures
- Collaborate with all the internal and external stakeholders, building and maintaining professional business relationships with the SETAs and Quality Councils in recognition of each stakeholder’s role in the compliance process, and to the Shoprite group's success.
- Quality assures accredited and non-accredited learning programmes while monitoring ETQA daily operations in relation to policy and quality standards
- Conduct and/or facilitate internal & external audits to verify the quality assurance of learning delivery, facilitators, learning environments, and learner experience.
- Contribute to a high-performance learning delivery team by embedding the quality management principles through continuous feedback, reporting, coaching and knowledge sharing
Qualifications
Essential
- Degree or Diploma in Human Resource Development or related.
Preferred
- Skills Development Facilitator Accreditation.
- OD-ETDP level 5 certification.
Experience
Essential
- +3 years’ experience in a functional skills development and quality assurance role with demonstrable experience developing and monitoring the execution of a sizeable, end-to-end ETQA portfolio within a large corporate organisation.
Preferred
- Experience in a retail or FMCG environment.
Knowledge and Skills
Essential
- Knowledge and understanding of all skills development bodies, frameworks, regulations, legislation, and related policies and practices (ETQA, SETA, NQF, SAQA, SDA, SDLA, EEA, LRA).
- Well-developed understanding of learning design, delivery, and application.
- Proficiency in MS Office 365
