Primary Job Purpose: 
•    Provide Strategic and Operational Leadership to all aspects of the site acquisition rollout of the MTN SA radio access network infrastructure.
•    Drive the acquisition of property for technical facilities necessary to ensure the steady rollout of BTS and transmission sites, as well as ensure the maintenance of current leases and permits.  
•    Drive site acquisition in strategic and ‘difficult’ areas
•    Train and Build regional teams to manage the acquisition rollout efficiently and effectively

Context: 
•    MTN Network Site acquisition from lease administration to applicable permit management of MTN SA Network group infrastructure.
•    Ability to create a technological strategy in line with the company’s business requirements
•    Willingness to keep track of global technology advancements and stay abreast of policy documents associated with permitting and lease management
•    Understanding regulatory environment, and understand trends in site acquisition and ensuring speed to market.

Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA’s)
Key Tasks:
Strategic Input
Responsible to identify strategic site acquisition components and to implement into the applicable regions (i.e. workflows)
    Develop the strategic plan for property acquisition to meet BTS and transmission hub requirements for the next 3-5 years. Develop SLA (Service Level Agreement) criteria that can be used to negotiate between 3rd parties for reduced time frames for equipment installation on 3rd party structures.
    Responsibility for ensuring the property aspects of the NIMS3Workflow process are efficient and regularly refined and optimised. 
    Manage the property leasing budget
    Maintain the integrity of records and data necessary for reporting and proper management of our portfolio
    Manage income from 3rd Parties
    Drive the property departments to acquire sites within shorter time frames meeting  business requirements, including radio and transmission sites
    Facilitate tender procedures and negotiate contracts at a high level as may be required
    Create process for strategic/difficult sites (RED sites) and roll out approach to all regions.
    Provide input into the project management framework and ensure its application to all property related projects
    Lead the resources responsible for the site acquisition requirements for Network Group
    Drive the compliance with regulatory requirements along with relevant environmental and local government policies and procedures
Manage permit consultants by ensuring contracts are valid, prices negotiated are fair and reasonable and consultants adhere to the MTN Policies and procedures as may be amended from time to time.

Support Services 
•    Ensure BTS and transmission hub site space and associated mechanical and electrical services capacity is available to meet planned growth requirements (in conjunction with Core Implementation) 
•    Ensure appropriate resources are in place to oversee the planning, design, implementation, management, maintenance and support physical infrastructure at BTS and transmission hub sites, e.g. Air conditioning, power, generators, battery backup and civil and structural elements such as shelters, towers and roads
•    Approve systems to ensure the quality of all BTS and transmission site physical infrastructure meets agreed standards
•    Ensure maintenance and support of BTS and Transmission hubs 
•    Ensure safety of all towers and antenna structures by proper maintenance thereof to supplier’s specification and customer satisfaction     

Communication and co-ordination
•    Resolve roadblocks as necessary for effective and timely implementation of the access and self-build transmission network
•    Ensure alignment between BTS deployment and transmission network deployment
•    Ensure property acquisition, local authority consent and access implementation are sufficiently factored in to overall network strategy and plans
•    Maintain good relationships with the landlords and other applicable stakeholders in the acquisition environment
•    Interface with all relevant MTN’s regions to address BTS property issues, whenever necessary
•    Keep abreast with National regulations and influence new Provincial policies and procedures in the best interest of MTN
•    Ensure that targeted site acquisitions are met through daily communication with Regional Property Managers and Consultants (site acquisition)

Financial Management
•    Forecast, plan, develop and review  capital expenditure and operational expenditure budgets in line with MTN SA financial requirements (, leases and site acquisitions) 
•    Identify cost efficiencies and best practice related to site acquisition costs
•    Delegate the appropriate financial authority to ensure efficient financial management of site acquisition activities
•    Liaise with Finance to resolve delays in procurement approval and payment systems relating to site acquisition as well as rental payments or non-payments
•    Ensure integrity of record-keeping and lease data to facilitate accurate and timely billing and payments.

Project Management 
•    Develop and drive the execution of agreed projects 
•    Drive the implementation, tracking, monitoring and compliance of Projects
•    Contract management in line with Procurement Policies
•    Co-ordinate project reporting
•    Ensure effective implementation of the integrated project management model 
•    Risk management


Business Analysis
•    Perform Business Analysis in line with the methodology and guidelines
•    Identify ways to fine tune policies, processes and systems in line with changing work practices
•    Determine, document, and review requirements for projects within the scope of the value stream or impacting processes and systems 
•    Design, analyse and document workflow and make appropriate recommendations that will positively impact operational effectiveness
•    Identify Business Improvement and Optimisation opportunities that will result in improvement of process performance 
•    Ensure that benchmarking is conducted with other companies and organizations within and outside the industry. 
•    Construct business cases for initiations proposed by the business. Research and consider best practice, local conditions, trends, as well as competitor activity
•    Identify and implement innovative ways to use minimum resources to achieve maximum outputs

Supervisory / Leadership / Managerial Tasks:  
•    Set national targets site acquisition and manage National performance accordingly.
•    Set standards and specification and monitor compliance.
•    Defining and managing KPI’s for personnel on a regional basis and manages corrective actions.
•    The performance management of subordinates and actioning of annual performance meetings twice annually and IDP’s to be actioned timeously
•    Management of training and development for subordinates including their required course identification and recommendations
•    Manage all timing and attendance of subordinates
•    Manage team morale and attitude towards improved service delivery and focused actions
•    Manage and must have ER knowledge and implement where and when applicable within the respective area of management
•    Adhere to behave according to the Company values at all times

•    Good inter-personal skills with consultants; property owners as well as customers to build a good future working relationship and to assist the customer end to end
•    Changes in legislation and various municipal areas interpretations thereof. Performance of permitting authorities affects outcome of KPI.•

•    Lease BTS sites for period of up to 9 years and 11 months with a further lease option period of 9 years and 11 months.
•    The approval for payment of invoices submitted by the contractors and consultants.

 

Minimum Requirements  
Education: Global Education Standards (5)
•    Minimum of 4 year tertiary qualification / Masters advantageous (i.e. Town Planning; Property Management; telecommunication property management; Project Management; Legal 
•    Fluent in English

Experience: Global Experience Standards (5)
•    Manager track record of 5 years or more; with at least 3 years in the telecommunication industry. (Site acquisition and rollout environment)
•    5 years’ experience in project management.
•    3 years Management experience. (Budget control and staff/ resource management)
•    Worked across diverse cultures and geographies advantageous
